Assault & Battery on a Law Enforcement Officer [LEO] – Dumfries Rd. and Minnieville Rd. in Manassas VA

Javiar Kwamel PAYNEOn June 10 at 7:30 PM, officers were patrolling in the area of Dumfries Rd. and Minnieville Rd. in Manassas (20112) when they observed a vehicle driving in an unsafe manner at a high rate of speed. When officers attempted a traffic stop, the driver of the vehicle, later identified as the accused, disregarded the officer’s emergency equipment. Officers did not pursue the vehicle which continued fleeing on Dumfries Rd. A short time later, officers observed the same vehicle had crashed and was upside down on the Prince William Pkwy. A separate vehicle was observed with significant front-end damage. The occupants of the other vehicle, the 25-year-old female driver and two 4-year-old boys, were transported to an area hospital as a precaution. The investigation into the crash revealed the accused failed to navigate the turn onto Prince William Pkwy before striking the median and then a traffic sign causing the vehicle to flip upside down and strike the other vehicle. Officers responded to the area and attempted to detain the accused. During the arrest, the accused pushed the officers away before trying to flee on foot. Officers quickly took the accused into custody without further incident. No additional injuries were reported. Following the investigation, the accused, identified as Javiar Kwamel PAYNE, was arrested.
