On July 25 at 4:25 PM, officers responded to a residence located in the 16200 block of Jetty Lp in Woodbridge (22191) to investigate a domestic. The investigation revealed the victim, a 41-year-old woman, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused grabbed the victim’s neck and then choked her until she lost consciousness. The parties eventually separated, and police were contacted. The victim sustained non-life-threatening injuries. Following the investigation, the accused, identified as Candies Victor WHEELER, was arrested.
