On September 13 at 10:55 AM, officers responded to a residence located in the 4200 block of Kenton Cl. in Dumfries (22025) to investigate a domestic. The investigation revealed the victim, a 29-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused grabbed the victim’s neck. When the victim attempted to use her phone to contact the police, the accused took the phone. While the accused continued to hold the victim’s neck, the victim lost consciousness. When the victim regained consciousness, she was able to leave the residence and contacted the police. While investigating the incident, officers conducted a vehicle stop on a vehicle matching the suspect’s vehicle description provided to police. The driver of the vehicle was identified as the accused and was detained. The victim reported minor injuries. Following the investigation, the accused, identified as Ahmad El RASHAD, was arrested.
